REVEALED: Dual carriageway plan for A361 North Devon Link Road

MAJOR plans to update the road network around Barnstaple, including plans for part of the North Devon Link Road to be turned into dual carriageway, were unveiled in a presentation to North Devon's Highways and Traffic Orders Committee (HaTOC) today.
The plans, which will form part of a new North Devon Local Plan, could see major changes to some of the town's busiest junctions and were put forward by Devon County Council's highways officers.
The proposal lays out plans to make the stretch of the A361 North Devon Link Road between Landkey junction and Portmore roundabout into dual carriageway and plans to enlarge Roundswell roundabout to allow two lanes of traffic to go straight through the junction.
There are plans for a new junction on the A39 at Brynsworthy which would run through Tews Lane into Bickington, eventual widening of the A39 between Lake and Roundswell Roundabouts and new accesses to planned developments at sites such as Larkbear and Mount Sandford Green.
 There are also plans to improve pedestrian and cycle routes, with bridges drawn onto the map at Anchorwood Bank over the river Taw and the rail line at the bottom of Sticklepath Hill, there are improvements planned to existing park and ride schemes and areas of land identified which must be protected to allow for future road improvements.
Vice chair of HaTOC Geoff Fowler said the plans made sense for Barnstaple.
 "As someone who lives outside Barnstaple," he said, "most of the recommendations make sense.
"I'm pleased to see County has put a great deal of thought into the proposals but there will need to be more when the public consultation takes place in the new year.
"And it's important not to forget this is a long term plan, not a quick fix."
The plans, once adopted as part of North Devon's new local plan, will be implemented over a 20 year period.
But HaTOC chair Rodney Cann isn't entirely convinced by them.
"This was probably the most important HaTOC meeting we'll have for a long time," he said.
"These are important proposals and in some ways are quite like a jigsaw puzzle. If all the pieces don't go together it could mean trouble.
"There is very little funding in place for these plans and we'll be depending on developer input to make them happen."
That means there are question marks over how much of the work will go ahead.

    We'd better keep the A39 / B3230 route quiet then ... oops, too late

    I use the A39 too if i go from barnstaple to Ilfracombe anytime. However many of the tourists are unaware of that route. Rush hour in the evening and weekends can be a nightmare in Braunton.

    ..great!.... until I got to the...20 years bit!!!!....come off it!! actions speak louder than words......and for pity sake get Braunton sorted out or there will be tailbacks from Braunton back to Barnstaple......

    If I'm travelling from Barnstaple to Ilfracome, I never take the A361 anyway - I take the A39 then that B road up through Muddiford etc. I find it is both more direct as the crow flies, and faster, as most of the A361 is a 30 or 40 zone the whole way between Barnstaple and Ilfracombe. Agreed that a Braunton bypass is a must though.

    @unhappysteveo - The developers of the proposed housing in Barnstaple need to look at the traffic issues that the estates will directly affect, and Braunton won't be part of this. There would be more chance of sorting Braunton out if the Ilfracombe Southern Expansion gets the go-ahead as accessing there would indeed directly affect the whole A361 from Barnstaple to Ilfracombe.

    Indeed it's great news that, finally, there is even the slightest hint of something happening officially. The article mentions that, because the work would be developer funded, there is an unknown about how much will be done, but to be honest developer funding is almost certaintly the only way that such a scheme will get done - the Westleigh Junction traffic lights, for example, were partly funded by Tesco as part of permission for the Bideford store. Almost as important as the dual carriageway are the improvements to Roundswell roundabout. Since the western bypass opened, this junction has become seriously overloaded and needs sorting out big time. Hopefully the design will be better than the roundabout at Lake.

    I'd had thought they need to bypass Braunton first brfore doing this one.
