The Instow side claimed the title for the second year running – and the third time in four years – when their final match of the season at Newton Tracey was called off yesterday because of rain.
That washout ensured North Devon stayed ahead of Bideford at the top of the Division One table by 1.3 average points.
Bideford were handed a walkover win in their final fixture when Halberton failed to raise a team.
Had they played at Newton Tracey, North Devon, who lost once this season, would only have needed to avoid a heavy defeat to retain the title.
Dan Bowser was their leading batsman, scoring 256 runs at an average of 42.67 – including a top score of 143 in the win over Bideford in June.
Matt Dart, with 10 victims, and Sam Witheridge, 13, were the leading wicket-takers.
Matt Allin led Bideford's batting averages with 323 runs at 46.14. Their top bowler was James Ford with 14 wickets at an average of 17.36.
