Dozens of people have gathered at Bideford Town Hall to hear councillors discuss the proposal for a giant off shore wind farm.
The plans committee of Torridge District Council will discuss whether to recommend the plans for the Atlantic Array for approval.
The wind farm could consist of up to 240 turbines reaching up to 220 turbines in the Bristol Channel.
Officers at the district council have recommended for the plans to be recommended with no objection.
Protestors gathered outside the town hall before the meeting.
Steve Crowther, from campaign group Slay the Array, said: "We hope the councillors will make the right decision today.
"The wind farm is not suitable for the proposed site."
