A decision on the future development of Bideford's East-the-Water wharves will now not be made until next month.
Torridge District Council (TDC) will not be announcing their decision on the preferred developer for the East-the-Water wharves site until June 17 to give councillors more time to look at the proposals.
Councillors were due to be making a decision on the development of the site on Tuesday.
TDC officers have been working on a development plan since 2010 and last year chose a preferred developer who has never been named for commercially sensitive reasons.
Head of Paid Service Jenny Wallace said: "Given the intricacies and fine detail of the report, and the need to ensure that members are fully informed so that the right decision is made for Torridge and for the people of Bideford, we have decided to give all parties extra time to digest the information.
" Members must be given every opportunity to read, absorb, and then if necessary challenge the facts, figures and recommendations contained within the report before going to the vote.
"We feel that given the importance of the project to the future of Torridge and Bideford, it is only right and proper that members are given more time."
Bideford Town Council has also put a bid in to buy the wharves site from TDC although TDC has said they cannot enter negotiations while they are still liaising with their preferred developer.
